lansvale, at the end of hollywood drive passed the italian club and golf course is as active as silverwater. its once every blue moon. i met a couple there ages ago and have some fun. i do a drive by here and there from time to time and it isnt an 'official' dogging spot. its a big hit and miss.
Closer to your place of panania is DeepWater Park Milperra off henry lawson drive. that is a busier but its mainly gay

I was there last Saturday night too. There was an eager couple standing besides their white hatch just cuddling. a guy just walking around, cars driving in and out. bit creepy if you dont know who is who but its an excellent spot, hidden from the non locals. i just sat in the car for a few minutes just to check it out.
