Dogging v public sex

Is the 2 different 

Dogging- can be invitation to others to watch and join in.

Public - enjoying your nudity in public and not letting anyone to touch.

I am not sure if this is correct or not.

both can actually be said for both 😁.

Dogging can be done with Windows down or door open wich can be taken as an invitation to join. Doors closed and windows up is look only.

Public is a tad trickier. And permission to join should be asked . (You don't just randomly walk up to someone eating chips and just help yourself) Just simple eye contact and gestures to the couple may be surfice.
