Think he was just sayin that he can treat a woman to nice things... ie. nice luxurious hotel room and such. Everyone likes to be treated to nice things, and some nice things only money can buy.
If a guy put up: "Financially struggling, heavy gambler with debt problems seek women or couples to play with. Cant treat you to much but can buy a train ticket if need be."
