It would be hard to catch anyone in the act at the beach as it's a huge long beach with dunes and plenty of space so you can see who's comming from miles "down tools" when a stranger approaches who looks too lake,there are plenty of knicks and crannies around beyond the tracks there are places for privacy so I doubt the authorities would bother much more than for a casual strole through the woods only to witness people sunbathing.
